  • Alexandre Paquot currently heads the Road Transport Unit in DG CLIMA at the European Commission. He started this role in January 2016 and his unit closely follows fuel and CO2 emissions from vehicles. Before leading the Road Transport Unit, Mr Paquot was the Head of Unit on Monitoring, Reporting & Verification (MRV). In this role he worked to support the evaluation of climate policy. His main responsibilities were domestic and international MRV and governance of the Energy Union. Previously, Mr Paquot served as an Assistant to DG CLIMA’s Director General. He is responsible for $150 million budget to deliver this unprecedented infrastructure and leads complex negotiations with private partners, local authorities and political influenc-ers in London. He is also in charge of two US-based carsharing services, including BlueLA that provides low-income neighborhoods of Los Angeles with clean and affordable transportation op-tions. Previously, Christophe worked for IER (2007-2014) which is another division within the Group Bolloré, which designs and sells solutions to manage the flow of passengers and baggage in airports and railway stations. Christophe began his career in the automotive industry as a product manager at Valeo and then joined Faurecia as a sales manager in the “Automotive Seating” division. He graduated from Ecole Centrale Paris engineering school and SKEMA Business School. Christophe enjoys mountaineering activities and has climbed several peaks over 5000 m of altitude.   • Ghanim Putrus is Professor of Electrical Power Engineering and leads the Electrical Power and Control Systems Research Group within the Faculty of Engineering and Environment at Northumbria University, UK. He has over 30 years of research experience with over 185 publications, including one patent and four book chapters. He has given several invited talks at national and international events. He has led and been involved in several research projects (funded by EU, EPSRC, Innovate UK and industry) and has often provided consultancy for industry.

    Currently, he is involved in SEEV4-City Interreg project with the main objective to demonstrate smart energy and transport solutions. In this project, he leads work package 5 with focus on the development of successful business models for using electric vehicles to provide energy services. He plays an active role in the analysis of six operational demonstration pilots, of varying sizes and services covering the integration of electric transport, electricity grid and renewable energy.

    He is involved in the Institution of Engineering and Technology (IET) professional activities and served on the executive committee of their Power Trading and Control Professional Network (2001-2009) and was the Chairman of the IET Northumbria branch for 2004/2005 session. He organised UPEC2006 conference at Northumbria and is member of the steering committees for several international conferences. He is Associate Editor of the Elsevier Renewable Energy journal. His main research interests are the application of power electronics in power systems, integration of electric vehicles and renewable energy resources into power distribution networks (smart grids).

    Enedis operates more than 1.4 million km of MV and LV power grids serving more than 36 million customers and their power suppliers. With 38,000 employees, an annual revenue of €14.2 billion and investments of €4.0 billion last year, Enedis is a Major DSO in Europe.
    A key enabler of the energy transition in France, Enedis has engaged a massive roll-out of its LinkyTM smart metering system program, with more than 16 million meters installed to date out of a total of 35 million scheduled by 2021, and initiated in 2016 a large-scale industrial deployment of smart grid solutions which is scheduled to be fully implemented by 2022.

    With more 410,000 producers totalling 26,300 MW connected to power grids operated by Enedis, including 405,000 photovoltaic producers and 1,650 wind generators totalling 20,500 MW i.e. 85% of the total French capacity of these two renewables sectors, Enedis highly contributes to the development of renewable energies in France.     Since April 2018 Philippe Monloubou is 1st VP of the French Think Smartgrids association, which promotes the French smart grids Sector in France, Europe and around the world. Enedis is also member of EDSO4SG and the G3-PLC Alliance.

    Before its current position at Enedis he has spent 10 years within EDF Sales and Marketing division (then 12,000 people in France in charge of customer relationship with 27 million customers in France) where he prepared and managed the deregulation of the French electricity market. In 2011, he was appointed EDF group Senior Vice President in charge of Sales and Marketing.

    From 1996 to 2004, he held several senior management positions, up to Deputy Director, at EDF GDF Services in France, then in charge of both electric & gas distribution grids.

    In 1997, Élisabeth Borne joined the office of the new Prime Minister, Lionel Jospin, as technical advisor in charge of transport. In 2002, she was appointed Director of Strategy at SNCF, and then joined Eiffage in 2007 as Franchise Director.
    From 2008 to 2013, Élisabeth Borne was Director General for Urban Planning at the Paris City Hall.
    In February 2013, she was appointed Prefect of the Poitou-Charentes region.
    After spending a year at the Ministry of Ecology as the Director of Ségolène Royal's ministerial office, Élisabeth Borne succeeded Pierre Mongin as Head of the Régie autonome des transports parisiens (RATP [Parisan Transport Authority]) in May 2015.
    On 17 May 2017, Élisabeth Borne was appointed Transport Minister, reporting to the Ministre d’État, Minister for the Ecological and Inclusive Transition, in Edouard Philippe's new government.

  • After graduating from the Ecole Normale Supérieure, I studied history and wrote a master’s thesis on Le Flambeau des Mille et une nuits et l’Orient des Lumières, 1704-1798. Following this, I obtained a DEA diploma in public law, then entered the Ecole nationale d’administration (ENA). In 2001, on completing my studies at ENA, I entered the French Council of State. After becoming Jacques Barrot’s deputy in 2002, I was elected member for Haute-Loire in 2004, thus becoming the youngest French MP. At the French National Assembly, I joined the Social Affairs Committee.
    In December 2006, at the request of François Fillon, then Minister of the French Education System, I wrote a report on the living conditions of students in higher education. I also took part in the employment and poverty think tank. In 2007, after being re-elected MP for Haute-Loire in the first ballot, I was appointed Secretary of State and government spokesman by the President, Nicolas Sarkozy, and tasked with updating government communication.
    I was then elected Mayor of Puy-en-Velay in March 2008, before becoming Secretary of State for Employment under Christine Lagarde. In this role, I channelled my efforts into supporting job seekers, reforming vocational training and improving employment for seniors. In the face of the economic crisis, we developed tools to better protect employees, such as improved conditions for employees working part-time, or tools to help retrain employees made redundant.
    I became European Affairs Minister in 2010, then Minister of Higher Education and Research in 2011, where my priority was to improve students’ living conditions. Currently President of the «Les Républicains» Party, I have for some years now been actively promoting the value of work to counter an over-reliance on state aid, and defending the middle classes, who should once again be the key focus of government policy. Elected President of the Auvergne Rhône- Alpes Region on 4 January 2016, I am determined to impart fresh momentum to France’s second-largest region.

She studied law at the University of Groningen and public administration at the University of Twente. Ms. Dijksma began her political career in 1991 with the Young Socialists, where she started as a general secretary and later became chairwoman. In this period Ms. Dijksma was also one of the youth representatives in the Dutch government’s delegation to the General Assembly of the United Nations in New York.

    At the age of twenty-three she became member of Dutch parliament. (1994-2007). She was the youngest member to be elected at that time. She was responsible for economic policy and spatial planning & infrastructure. In 2007 she was appointed minister for Education, Culture & Science. In 2012 she was asked again to become the minister for Economic affairs. She joined the Dutch government for a third time in 2015 as minister for Infrastructure and Environmental affairs.

    Meanwhile Ms. Dijksma served on several boards for example that of BNN media, Twente Education Centre and the supervisory board of Rijksmuseum Twente.

    In 2018 she was asked to join the Amsterdam city council as deputy mayor; an opportunity for her and her family to live in Amsterdam, but also to help the city with its challenges regarding traffic, transport and air quality. One of the main focus therein is the transition to an emission free Amsterdam.

    From 2000 to 2003, within EDF GDF Services Distribution division (which has become ENEDIS), he was Executive Vice-President of EDF GDF Services Nanterre, and chief executive officer of EDF GDF Services Seine et Marne. After starting his career in Total Oil Marine in London, he was in charge of controling the safety of French nuclear power reactors in the French Nuclear Safety Authority from 1991 to 1997, he then was in control of the Osiris nuclear reactor in the French Atomic Energy Commission (CEA) from 1997 to 2000.

    Dominique Lagarde is a graduate from the Ecole Polytechnique and as Chief Engineer of the Ecole Nationale des Ponts et Chaussées.

In this position, he worked on the energy efficiency policy, integration and the roll-out of smart meters. Docapost is particularly active in the banking, insurance and utilities sectors. Muriel Barnéoud oversaw the transformation of Docapost's product mix, moving from software publishing to the operation and management of digital platforms. She also launched Le Groupe La Poste's IoT programme (digital hub and French IoT) presented in Las Vegas.After a first professional experience at Arthur Andersen, Muriel joined Le Groupe La Poste in 1994.

    She held the positions of Deputy Director General of Mail, Industrial Director, during which time she supervised major projects aimed at restructuring the Mail division's production process. As Industrial Director, she was non-executive Chairman of two logistics holding companies belonging to Le Groupe La Poste and managed the electric vehicle purchasing consortium ("Bailly" plan).

    At Docapost, she chaired about ten management board meetings. She was also a member of the Supervisory Board of Xange Private Equity, a private equity company belonging to Le Group La Poste, and the Supervisory Board of La Banque Postale IARD. At Docapost, she sat on the Board of Directors of the Syntec Numérique trade association, where she was chairman the Publishers' College. She is an elected member of the CCIR Ile de France and sits on the boards of ESCP, HEC and ESIEE Paris (of which she is the Chairman).

    In her capacity as an independent director, Muriel is a member of the Supervisory Board of Inside Secure (Euronext) one of the market leaders in embedded solutions and transaction security for mobile phones and the IoT, as well as Akka Technologies (Euronext) a European leader in engineering and technology consulting, and Lacroix Tech, an SME specialised in smart-city technologies.

He studied at the University of Applied Sciences Offenburg and the Louis Pasteur University and obtained a dual German/French degree in industrial engineering and a Master's qualification in industrial systems engineering.
